What is happening in Hong Kong, Singapore and South Korea ?

These are countries noted for their perfect Covid-19 control measures. Their Citizens are educated and compliant. Government is proactive. In the last two waves, these nations were considered to be ideals to follow.
Yet, today Singapore has highest new cases per day per lakh of population.
How to explain such anomalies.
I feel, we are as ignorant about this virus as we were 2 years ago.
This Virus remains an enigma even after 2 years.
